Publication Ethics

Journal of Informatics Engineering and Research (JOIEAR) is committed to maintaining the highest standards of publication ethics and academic integrity. The journal follows principles of responsible scholarly publishing and expects all authors, editors, reviewers, and other parties involved in the publication process to uphold honesty, transparency, fairness, and professional conduct.

This Publication Ethics Policy applies to all manuscripts submitted to and published by JOIEAR.

1. Responsibilities of Authors

Authors are responsible for ensuring the originality, accuracy, and integrity of their submitted manuscripts. Authors must:

Submit original work that has not been previously published.
Ensure that the manuscript is not simultaneously submitted to another journal.
Provide accurate and reliable data, results, analyses, and interpretations.
Properly acknowledge and cite all sources, ideas, methods, datasets, software, and other materials obtained from other works.
Avoid plagiarism, fabrication, falsification, manipulation, and other forms of academic misconduct.
Ensure that all individuals listed as authors have made significant contributions to the research.
Obtain approval from all authors before submitting the manuscript.
Disclose relevant conflicts of interest.
Disclose sources of research funding where applicable.
Comply with applicable ethical requirements when research involves human participants, personal data, or other ethically sensitive information.
Cooperate with the editorial team during the review, revision, and publication process.
Promptly notify the editor if a significant error is identified in a submitted or published manuscript.

Authors remain responsible for the content and conclusions of their work.

2. Originality, Plagiarism, and Duplicate Publication

JOIEAR does not tolerate plagiarism, duplicate publication, redundant publication, fabricated data, falsified data, or other forms of academic misconduct.

All manuscripts may be subjected to plagiarism or similarity screening before or during the peer-review process. Manuscripts identified as containing significant plagiarism or other forms of academic misconduct may be rejected.

If academic misconduct is discovered after publication, the journal may take appropriate action, including correction, retraction, or other measures in accordance with the seriousness of the violation.

3. Authorship and Contribution

Authorship should be based on substantial contributions to the conception or design of the research, data collection or analysis, development of methods or systems, interpretation of results, or other significant intellectual contributions.

All authors should:

Approve the final version of the manuscript.
Agree to its submission and publication.
Accept responsibility for their contributions.
Ensure that the work is conducted and reported ethically.

Individuals who have contributed to the research but do not qualify for authorship may be appropriately acknowledged.

Changes to authorship after submission should only be made with a clear justification and the agreement of all affected authors.

4. Responsibilities of Editors

Editors of JOIEAR are responsible for managing the editorial and peer-review process fairly, transparently, and objectively.

Editors must:

Evaluate manuscripts based on academic quality, originality, relevance, and contribution.
Ensure that editorial decisions are not influenced by authors' nationality, institutional affiliation, gender, religion, political views, or other personal characteristics.
Maintain the confidentiality of submitted manuscripts.
Select appropriate and qualified reviewers.
Manage conflicts of interest appropriately.
Protect the integrity and quality of the journal.
Investigate allegations of plagiarism, research misconduct, or publication-ethics violations.
Correct or retract published articles when necessary.
Avoid using unpublished information from submitted manuscripts for personal research purposes without appropriate permission.

Editorial decisions should be independent, fair, and based on scholarly considerations.

5. Responsibilities of Reviewers

Peer reviewers play an important role in maintaining the quality and integrity of JOIEAR.

Reviewers are expected to:

Conduct reviews objectively and professionally.
Evaluate manuscripts based on scientific quality, originality, methodology, clarity, and relevance.
Provide constructive and evidence-based comments.
Maintain confidentiality regarding submitted manuscripts.
Identify potential plagiarism or inappropriate reuse of material.
Disclose any potential conflict of interest.
Decline the review if they are not sufficiently qualified or cannot complete the review within the required period.
Avoid using information obtained during peer review for personal advantage or research purposes.

Reviewers should not communicate directly with authors unless authorized by the editorial team.

6. Conflicts of Interest

All authors, editors, and reviewers must disclose relationships or circumstances that could influence, or could reasonably be perceived to influence, their judgment.

Potential conflicts may include:

Financial relationships.
Professional or institutional relationships.
Personal relationships.
Academic competition.
Collaborative relationships.
Ownership of intellectual property.
Other circumstances that may affect objectivity.

Editors may assign another editor or reviewer when a conflict of interest exists.

7. Data and Research Integrity

Authors are expected to maintain appropriate records of research data and methodologies.

Research data must not be fabricated, falsified, selectively manipulated, or deliberately misrepresented.

Where appropriate and ethically permissible, authors are encouraged to make datasets, source code, algorithms, computational procedures, or other research materials available to support research transparency and reproducibility.

For studies involving software, artificial intelligence, machine learning, datasets, or computational models, authors should provide sufficient methodological information to enable appropriate evaluation and, where feasible, reproducibility.

8. Ethical Approval and Human Participants

Research involving human participants, personal information, user data, or other ethically sensitive information must comply with applicable ethical standards and institutional requirements.

Where required, authors should obtain appropriate ethical approval and informed consent before conducting the research.

Authors must protect participant privacy and should not disclose personally identifiable information without appropriate authorization.

9. Use of Artificial Intelligence

JOIEAR recognizes that artificial intelligence and generative AI tools may be used as supporting technologies in research and manuscript preparation.

AI tools must not be listed as authors because authorship requires human responsibility and accountability.

Authors remain fully responsible for:

The accuracy of the manuscript.
The originality of the research.
The validity of data and analysis.
Appropriate citation and attribution.
Compliance with research and publication ethics.

Any material use of AI or generative AI in manuscript preparation or research should be transparently disclosed where required.

10. Corrections and Retractions

JOIEAR is committed to correcting the scholarly record when errors or misconduct are identified.

The journal may publish:

Corrections for significant errors that do not invalidate the overall findings.
Retractions when an article contains serious errors, unreliable findings, plagiarism, fabricated or falsified data, or other significant violations of publication ethics.
Editorial notices when additional clarification or information is necessary.

Corrections and retractions will be handled transparently and linked to the original publication where appropriate.

11. Complaints and Allegations of Misconduct

Authors, reviewers, readers, or other parties may raise concerns regarding suspected publication misconduct or ethical violations.

Complaints should provide sufficient information and supporting evidence to allow the editorial team to assess the matter appropriately.

JOIEAR will review allegations fairly and confidentially and may request additional information from the authors, reviewers, institutions, or other relevant parties.

Where necessary, the journal may consult the authors' institutions or other appropriate organizations.

12. Editorial Independence

Editorial decisions should be based on the scholarly quality, relevance, originality, and scientific contribution of manuscripts.

The editorial team must not allow commercial, financial, political, personal, or other inappropriate interests to influence editorial decisions.

13. Confidentiality

All unpublished manuscripts, reviewer reports, editorial correspondence, and other confidential materials must be treated appropriately.

Editors and reviewers must not disclose information about submitted manuscripts to unauthorized individuals or use unpublished information for personal benefit.

14. Ethical Use of Sources and Intellectual Property

Authors must respect copyright, intellectual property rights, software licenses, database licenses, and other applicable legal and ethical requirements.

All third-party materials must be appropriately cited and, where necessary, used with permission.

For research involving open-source software, datasets, APIs, code repositories, images, or other digital resources, authors are responsible for complying with the relevant licensing conditions.
